What is County Lines?
In 2018 the Home Office serious crime strategy stated that “County Lines” is a term used to describe gangs and organised criminal networks involved in exporting illegal drugs into one or more importing areas (within the UK), using dedicated mobile phone lines or other form of dealer line.
They are likely to exploit children and vulnerable adults to move and store the drugs and money, and they will often involve coercion, intimidation and violence including sexual violence and weapons.
County Lines tend to be operated from criminal networks urban areas, in particular the West Midlands, Merseyside and London, producing a telephone number in a new area to sell drugs directly at street level.

What is Cuckooing in a County Lines Drug Investigation?
A typical feature of a County Lines drug operation is the commandeering of an address in the area they want to deal drugs from, to be used as their base of operations.
This address will usually be occupied by a vulnerable adult, who will more than likely be a drug user themselves, and will allow the address to be used by others for payment in drugs or through fear or retribution.
Members of the criminal gang will then base themselves as this new cuckooed address to use as a base to deal drugs in that area.
The occupier of the cuckooed address could be a victim of violence, coercion and sometimes modern day slavery, depending on the circumstances of the case.
